Easy trigger module

The trigger_mod uses mysql to store as many triggers as you like. Things like {TIME} in the description will be converted to the real time. Extra triggers can be added by anyone who's host is in the config file. All functions can be controlled with IRC.

Extra features available on request.
Initial release expected in a few hours.
